问题来源：字符编码问题导致ArcMap中字符乱码或显示不正常，因而在F:\Program Files\ArcGIS\Server\framework\runtime\tomcat\conf中server.xml把URIEncoding="utf-8"加上

结果导致前台搜索输入中文解码异常，不能被ArcGIS Server识别，后来删掉URIEncoding="utf-8"立即正常了。
